Une premi\u00e8re victoire pour les boursier\u00b7\u00e8re\u00b7s du Canton de Vaud<\/h3>\n

Dans sa s\u00e9ance du 1er avril dernier, le Conseil d\u2019Etat a donn\u00e9 son feu vert pour augmenter de quelque 3 millions<\/strong> le budget allou\u00e9 aux bourses d\u2019\u00e9tudes. Cette d\u00e9cision est le fruit d\u2019un processus consultatif auquel Jet Service<\/a>, le secteur jeunes et personnes en formation du CSP Vaud participe depuis avril 2018 au sein de la Plateforme Bourses.<\/p>\n

Suite au rattachement de l’Office des bourses (OCBE) au D\u00e9partement de la sant\u00e9 et de l\u2019action sociale (DSAS), et aux difficult\u00e9s rencontr\u00e9es dans l’application de la nouvelle loi (d\u00e8s avril 2016), le Conseiller d\u2019Etat sortant M. Pierre-Yves Maillard a institu\u00e9 cette plateforme qui r\u00e9unit Jet Service, la F\u00e9d\u00e9ration des associations d\u2019\u00e9tudiant.e.s et le syndicat SUD Etudiant.e.s<\/strong> et<\/strong> Pr\u00e9caires<\/strong> autour de l’OCBE.<\/p>\n

L\u2019augmentation du budget comprend les trois mesures suivantes\u00a0:<\/p>\n

    \n
  1. Augmentation des frais de repas pris \u00e0 l\u2019ext\u00e9rieur de 7.- \u00e0 10.-<\/li>\n
  2. Augmentation des frais de transport dor\u00e9navant calqu\u00e9s sur les montants des zones tarifaires (en lieu et place d\u2019un forfait transport sous-\u00e9valu\u00e9).<\/li>\n
  3. Assouplissement de l\u2019acc\u00e8s \u00e0 l\u2019ind\u00e9pendance financi\u00e8re (pour rappel 6 ans ou 2 ans si dipl\u00f4me professionnalisant en main). Autrement dit, il ne s\u2019agira plus de d\u00e9montrer mois par mois des revenus donnant droit au statut d\u2019ind\u00e9pendant mais d\u2019avoir obtenu un montant de revenus annualis\u00e9.<\/li>\n<\/ol>\n

    Depuis les premiers travaux visant la r\u00e9vision de la loi sur l\u2019aide aux \u00e9tudes et \u00e0 la formation professionnelle (LAEF) en 2014, men\u00e9s sous l\u2019\u00e9gide d\u2019Anne-Catherine Lyon, jusqu\u2019\u00e0 la Plateforme Bourses, Jet Service a continuellement attir\u00e9 l\u2019attention des pouvoirs publics sur les points probl\u00e9matiques voire r\u00e9gressifs contenus dans cette r\u00e9cente loi, son r\u00e8glement et son bar\u00e8me par un important travail de documentation.<\/p>\n

    Le CSP Vaud salue donc cette d\u00e9cision qui repr\u00e9sente une augmentation de 500.- par boursier.\u00e8re (selon le calcul de l\u2019OCBE). Toutefois le chemin ne peut s\u2019arr\u00eater l\u00e0, la loi actuelle et son r\u00e8glement n\u00e9cessitant une r\u00e9vision de fond \u00e0 bien des \u00e9gards, un nouveau calendrier attend la Plateforme Bourses dans lequel le CSP Vaud continuera de d\u00e9fendre les droits et les conditions des personnes en formation.<\/p>\n","protected":false},"excerpt":{"rendered":"
